Description: A joint resolution requiring the President or his designee to enter into negotiations with Japan for the purpose of having Japan bear a greater share of the free world's defense burden by either increasing its annual defense expenditures to at least 3 percent of its Gross National Product or by obtaining payment by Japan to the United States of the difference between 3 percent of Japan's annual Gross National Product and what Japan actually spends on defense.
