Description: A bill to amend titles II and XVI of the Social Security Act to make it clear that when a deceased individual's surviving spouse receives a payment which was issued to such individual but to which such individual was not entitled (under the OASDI or SSI program) the amount of such payment is to be treated as an overpayment to such surviving spouse.
